About URL Encode and Decode
Encodings turn data into a different alphabet so it can travel safely through systems that only accept certain characters. Base64 is the best known, but dozens of others exist, each with its own trade-off between size, readability and safety.
This tool does one encoding well. It shows the result as you work, reports clear errors for invalid input and never sends your data anywhere.

Yes. Text is converted to UTF-8 bytes first, so every character is encoded and decoded correctly.
Why does decoding fail or show strange characters?
The input may contain characters outside the alphabet, be cut off, or be a different variant of the encoding. Decoded binary data such as an image also shows as garbled text, because it is not text.
